This photo is from what is generally regarded as the first formal
police canine program, in
Gent, Belgium in 1899, under the direction of Chief Commissioner Earnest van
Wesemael.
This was twenty years before the Bouvier became a formal breed,
but this
dog certainly has the Bouvier type and expression.
